Final conference 12/11/2020

The final conference of the project was held on 12 November 2020 ad was participated by 13 people. Due the COVID-19 pandemic the meeting was implemented online.

After the welcoming  the participant continue with the point in the agenda:

1st Presentation: summary of the actions carried out during the project.

After recalling the reasons that motiveted the development of the project; As well as its basic objective of improving the participation of the representatives of the workers and the unions in the development and implementation of the environmental policy at the company level;  the speaker illustrated the action carried out during the implementation period, presenting them in four blocks:

1. Research phase of the Project: Consisting of the preparation of the Learning Fast and Green Survey, in which aspects such as: Knowledge of the main policies related to green transition have been monitored; knowledge of the participation, on the part of the social partners in the energy transition; the perception of green jobs by workers and representatives in the Transportation Sector;  knowledge of the subjects on which the Just Transition process in the Transport Sector should focus and how to guarantee this transition process.

 

2.- Meetings and seminars: In this block the meetings held during the celebration of the Project were reviewed, recalling their contents and the agreements reached therein.

Kick of meeting – (Rome, Italy), May 9, 2019;

Training Course – (Vilnius, Lithuania), June 26 and 27, 2019.

National working groups held in each country among representatives of the project partners and held between October and December 2019-

Study visit – (Kracóv, Poland), November 20, 2019.

3.- Publications: Under this part the project’s website was recalled, and its dissemination through social networks; as well as information on the preparation and contents of the Final report, already included in the languages ​​of all Project partners on the aforementioned website.

4.- Agreements: In this section, the information on the content of the Continuity Agreement of the project and the Statement of Claims was advanced, which was discussed in the last point of the day’s agenda.

2nd Presentation: Presentation of the final conclusions drawn from the Research analysis of the “Learning Fast and Green” Project.

After an exhaustive review of the analysis of the different aspects evaluated in the survey, the following general conclusions about it were specified:

  • A greater understanding of current policies for green economy is necessary.
  • The energy transition is not a priority for the Trade Unions (nor for the Social Dialogue) that consider it a future perspective. In this sense, workers are committed to:

–          transnational cooperation as the best way to deal with these issues

–          Union participation and commitment must be increased, which is scarce.

–          the need to bet on decent work and the quality of employment, as a fundamental element of social dialogue.

  • Workers and Unions believe that green jobs will have an effect on the Transport Sector.

But, while for unions it is perceived as a threat to current employment, for workers, it is a possibility to combat unemployment and an option to improve their job, mainly through their own requalification in professional skills.

  • In this sense, more than half of those surveyed believe that the just transition should focus on the requalification of workers and their rehabilitation in the workplace, based on education and learning. Since the deficit in training and qualification, this is the greatest difficulty in addressing the Just Transition.

3rd Presentation: Presentation of good improvement practices on the participation of workers’ representatives in the Just Transition in the Transport Sector.

Good improvement practices have their reference in the conclusions drawn from the Research Phase of the Project and the interventions made by the project partners in their interventions in the different meetings held.

It was higlight that for the energy Transition to be Just, it is necessary to meet a series of conditions, among which it is found that it must be carried out from the dialogue between Governments and social partners, because there cannot be a Strategic Plan for Just Transition without the participation of workers.

Starting from this concept, the good practices conclusion of the project aims to prepare unions and employers in three specific aspects, which we summarize below:

1) Information and awareness of trade union and business leaders, by raising awareness about the priority of working on the energy transition, establishing it as a priority in social dialogue; and providing necessary training on issues related to green economics.

In this sense, they insisted on the need to develop alliances with other climate actors and to develop a transnational network of environmental union representatives at the sector level that involve workers in these strategies.

2) Participation in the company through consultation and social dialogue; Through the institutionalization of forums for debate and collective bargaining in sectoral and regional spheres and in the specific sphere of companies, regarding the energy transition, using the Information and Consultation mechanisms to anticipate strategic changes and supervise green policies of the company promoting its adaptation to the needs of the workers for the ecological transition

3) Actions in specific matters: employment and unemployment; training and learning and occupational health and safety. In this third block of good practices, the need to guarantee the requalification of workers to adapt their professional skills to the new requirements of green jobs was stressed; to establish social protection systems in national policies on energy transition, based on the principles of universality, equal treatment and continuity; in promoting training for the permanent learning of workers and in evaluating the new occupational risks that may arise from the application of this energy transition, putting the necessary preventive measures to protect the health of workers in the Transport Sector.

4th Presentation.- Presentation, debate and approval, where appropriate, of project documents

As a result of the steering committee held in Toledo on February 20, it was agreed to prepare two documents that have been subject to debate and approval.

The content of a Charter is agreed, signed by all project partners, containing the basic demands to guarantee a just energy transition, in the field of the transport sector. The Letter would be addressed to:

The content of a Continuity Agreement is agreed that allows the partners of the Learning Fast and Green Project, the continuity of the established lines of work.

Streering Cometee Spain, Toledo on on 20th February 2020

The streering cometee meeting was implemented in Spaid, Toledo on on 20th  February 2020, and was attended by 15 participsants.

After welcoming the attendees and once the representatives of the delegations had been introduced, the rappresentative of each country  presented  the results of the survey.

After these first interventions, the Report and Analysis of the comparative results obtained in the Research Survey of the «Learning Fast and Green» project was presented by the Project expert, Ángel Lozano.

434 surveys have been collected in total, with different participation from partner countries. The global conclusions obtained from the analysis have been structured in three blocks of subjects:

 

Knowledge of green policies and their importance in Social Dialogue:

–          A greater understanding of current policies for greening the economy is necessary. Only 13% are aware of the 20-20-20 package of measures, still in force this year.

–          The energy transition is perceived as a prospect for the future, but it is not considered a priority, neither for unions nor for dialogue: 38% think that union participation is low

–           47% of those surveyed bet on transnational cooperation as the best way to deal with the green economy transition.

–          Half of the responders believe that Social Dialogue should guarantee decent work and quality employment.

The influence of green jobs and climate policies on current Employment, mainly in the Transport Sector

–          Most respondents believe that green jobs will have an indirect effect on the Transport Sector; although it is perceived as a threat to current employment; although, the workers also believe that it is a possibility to combat unemployment, or to improve their job.

How to achieve a Just Transition: Elements for its implementation, guarantees and difficulties

–          More than half of the responder think that the just transition should focus on the requalification of workers and their rehabilitation in the workplace; betting on education and learning to respond to the need for new skills.

–          The 60% think that a greater participation of all social partners is necessary, especially unions that are only informed, according to 40% of respondents.

–          The greatest difficulty in tackling the Just Transition lies in the outdated profiles of the workers and inadequate training that would require major transformations: although also the rigidity of policies and the tendency to replace, rather than transform, are two worrying issues.

In view of this analysis, the partners of the Project believe that it is very important to urgently address the training of workers and unions in this matter and guarantee the participation of workers’ representatives, as well as to achieve greater involvement between unions and the European Commission.

As a consequence of these conclusions, the following good practices for improvement on the participation of workers’ representatives in energy transition issues were discussed and approved, focused on preparing unions in three specific aspects:

1) Information and awareness of trade unions: leaders and representatives of companies and sectors

–          Increase union mobilization and strengthen their capacities in relation to energy transition processes with governments and business organizations.

–          Sensitize and train union leaders on the priority of working on the energy transition, establishing it as a priority in their union policies.

–          Communicate, explain and debate on the just energy transition in all territories, union sections and companies; and with workers, representatives and affiliated persons, involving the union as a whole through debates, tools and proposals to defend employment and its quality.

–          Develop a transnational network of environmental union representatives at the sector level that involve workers in our strategies

 

2) Participation in the company through consultation and social dialogue:

–          Promote the institutionalization of intersectoral forums for debate, consultation and dialogue on the implementation of strategies and policies with the participation of Trade Unions and groups of experts.

–          Use the Information and Consultation mechanisms to anticipate strategic changes and supervise the company’s greening policies, promoting their adaptation to the needs of workers for the ecological transition

–          Extend the scope of collective bargaining at the company level and on matters

As a conclusion of the meeting, the partners approved to:

–          Prepare a document, containing the basic demands on this matter, in the field of the transport sector, which would be directed to different institutional and union actors that participate in the framework of the Energy Transition-

–          Bring the topics covered and the good practices approved to workers in other sectors affected by the environmental impact (such as decarbonisation and metallurgy) that the energy transition entails.

–          Sign an agreement that allows the partners of the Learning Fast and Green Project, the continuity of the established lines of work.

National working groups – November 2019

The National working group were held in all the participants Country by 15 participants per country. The events were held according to the agenda which included:

  • Presentation of the Learning Fast and Green project – expert
  • Objectives and purposes of the project
  • Main activities and expected results
  • EU directives for FAIR TRANSITION – interactive presentation of the expert
  • Roundtable: FAIR TRANSITION from a national perspective – moderated by the expert
  • The social partners before the transition to a green / ecological economy – Brainstorm and common debate
  • The future of green employment – conclusions and evaluation

 

 

Krakow 20.11.2019 – Study Visit

The study visit was held on Krakow Poland, and attended by 12 representatives of the project partners. During the meeting were discussed:

  • The participation of trade unions in a new labour scenario in three aspects: Employment, training and safety and health of workers.
  • A brief summary of the latest decisions taken by the last meeting on Climate Change, held on September 23 of New York City, where there was an apparent lower commitment by the different participating countries (of the 200 that they signed the Paris Agreement, barely 70 accept new commitments; and, among them, China, USA and India, the main producers of GHG).

After this first reflection of the rapporteur focused on making a brief explanation about what we should understand by an Energy Transition that is Fair, establishing itself as such, that in which there is a participation of the representatives of the workers (unions) with the objective of guaranteeing quality employment, establishing social protection for the most vulnerable groups and respect for human and labor rights.

Vilnius 26-27.05.2019 – Training course

21 representatives of project partners took part in the meeting. After welcoming the attendees by the expert and moderator of the training course, Ángel Lozano, proceeded, for each assistant delegation, to present their Organization and its participants; and highlighting the groups they represent.

1st Presentation – Analysis of the EU Guidelines aimed at Sustainability and get a Just Transition
After a brief reminder about what climate change means, the rapporteur made a review of the different initiatives carried out by the European Commission to fight against the emission of CO2 through what we have called, the energy transition.
Thus, based on the Paris Agreement of 2015, a review was made of the different actions and / or guidelines whose final objective culminates in the Strategy for a Europe Climate neutral 2015. In this way, the guidelines established with character prior to this Strategy:

  • The Climate and Energy measures package, called Strategy 20-20-20
  • The 2030 Strategy on Climate and Energy
  • The Green Paper “Foster a European framework for Social Responsibility of companies, both from the point of view of public action and from action private carried out by companies; and
  • The White Paper on Transportation

Rome 09.05.2019 – Kick off meeting

The first meeting of the project was organized in Rome, Italy. After the welcome of the leading Organization of the Project, FAST, we proceeded, for each assistant delegation, to present its Organization, its participants and the activities carried out at national and European level, highlighting the work carried out in their respective countries and the groups they represent.
1st Presentation – Presentation of the Project: Development of the calendar for the activities of the Project.
2nd Presentation – Presentation on the participation of workers in the Transport Sector
The presentation begins with an introduction on the elements that make up everything related to the energy transition understood as a concept. To do this, we review what climate change means and how the Paris Agreement on Climate, 2015, has been a turning point in that race started against climate change.
Thus, the fundamental elements of this Paris summit have been reviewed; and, along with it, the three strategies that the European Union has defined as a consequence of the aforementioned Paris Summit have been recalled:
– The 20-20-20 Strategy
– The Strategy for 2030 and
– The Strategy for a climate neutral Europe 2050
Next, the impact that the Transport Sector has as a source of CO2 emissions has been established, giving greater attention to road transport.

As the last element of this introductory part, the term of just energy transition has been defined and how we should make the energy transition to consider it fair.
After the introduction of the situation, the main subject of the paper has been addressed: The participation of workers in the Transport Sector.
Attendees have been reminded of the European regulatory regulation on workers’ rights to participate in the decision-making of their companies; fundamentally, with two instruments: information and consultation, through the following itinerary:

  • The Social Charter and the Charter of fundamental rights of the EU
  • The Treaty on the Functioning of the European Union
  • Directives on the participation of workers through information and consultation, structuring them in three blocks:
    – the right to information and consultation at the national level: Directives 75/129; 2001/23 and 2002/14
    – the right to information and consultation in the transnational field: Directives 94/45 (amended by 2009/38); 2004/25 and 2011/35
    or And, the partial right of participation in situations of companies with a transnational component (oriented to cooperative societies, capital companies and corporations): Directives 2001/86; 2003/72 and 2005/56
  • And the European Pillar of Social Rights
    From this normative acquis, special attention has been given to the contributions derived from Directive 2002/14 / EC, referring to the regulatory framework on information and consultation.
